Manager of Financial Services

The Manager of  Financial Services is responsible for the effective and efficient financial management of Council’s operations, provides leadership to the Financial Services team, expert professional accounting and financial advice to the Executive Leadership Team and ensures that Council’s financial records and reports are accurate and comply with all relevant legislation, accounting standards, codes, guidelines, delegations, policies and procedures.

The key areas of this role are:

  • Supervise, direct and manage all financial services functions of Council including Financial Analysis & Reporting, Payroll, Accounting and Finance, Accounts Payable, Accounts Receivable, Purchasing and Procurement, Rates and Revenue;
  • Provide support, guidance and direction to members of the Financial Services team;
  • With assistance from the Financial Analysis team prepare Council’s ABP and Budget in consultation with ELT, Managers and other Council officers in the required format;
  • Develop and annually review Council’s Long-Term Financial Plan (LTFP) and associated documents as per legislative requirements;
  • In consultation with the Financial Analyst prepare Council’s Annual Financial Statements, associated reports, notes and other information in the required legislative format ready for audit by Council’s external auditor;
  • Oversee the preparation and submission of reports, acquittals, returns, surveys and other information as required by elected members, Council officers, government agencies, financial institutions, auditors etc;
  • Implement and periodically review processes, checks and balances to comply with Council’s internal control policies, procedures and checklists.

We are looking for someone with:

  • Tertiary qualifications relevant to the portfolio and/or evidence of substantial relevant professional development
  • A minimum of five (5) years’ experience in a similar role, preferably within Local Government
  • Demonstrated ability to lead and manage a team to deliver a diverse range of services in a dynamic, community focussed environment
  • Experience in transforming and enhancing the performance of teams and services with an emphasis on value for money and customer focus
  • Sound decision making skills including a pragmatic approach to problem solving and managing conflicting priorities
  • Demonstrated ability to use emotional intelligence to effectively manage people
  • Experience in the preparation of Council annual financial statements, budgets and long-term financial plans using applicable legislation, accounting standards, codes, regulations and guidelines
  • Demonstrated ability to analyse data and prepare financial reports
  • Effective written and oral communication skills to contribute as a senior team member within the Corporate Services Department and Council
  • Demonstrated time management skills to meet essential deadlines

An attractive remuneration package in the range of $106,215 -  $112,919  is on offer based on experience, plus 10% superannuation. This position is full time and entitled to a rostered day off each month.
